Japan plans to back defense industry with dual-use technology support

According to the Yomiuri Shimbun, Japan's strategy for sharply strengthening its defense industry, due by the end of the year, will include measures to develop sectors that use AI and other advanced technologies applicable to both military and civilian purposes. The document will be drafted when three security-related documents are revised by the end of 2026.

The plan envisions a new independent administrative body to support defense exports, back startups and promote technological innovation. A bill to set it up is to go to the ordinary Diet session next year, with launch targeted for October. It would start with about 300 staff and grow to around 600 within five years.

According to the sources, the government also intends to adopt a model in which the state owns production facilities and outsources their operation to private companies. Many firms have left the defense sector because of its small market and low profitability.
